Our client, Ministry of Energy (Petroleum Division) Government of Pakistan, based in Islamabad, seeks to induct qualified and experienced professionals for the position of Technical Consultant (Upstream Petroleum Sector) (SPPS-II)

Introduction Of Job:
- Identified Challenges / Gaps in the Petroleum Sector
The petroleum sector in Pakistan has been facing several challenges including, but not limited to:
- Inadequate HR and institutional capacity for development of efficient and robust policy, legal and regulatory frameworks;
- Lack of skillset and expertise for performing techno-economic analysis;
- Widening gap between energy demand and supply with declining oil and gas production;
- Lack of an integrated energy plan
- Inadequate system for forecasting and projections;
- Increased reliance on imported oil and gas;
- Sub-optimal exploration especially in new frontiers
- Increasing circular debt
- Reliance on imported refined petroleum products
- Insufficient infrastructure, including storage facilities, pipelines, and retail outlets;
- Limited focus on modern technologies, digitalization, and energy efficiency;
- Inadequate knowledge and expertise for deployment of modern technologies and modelling techniques.
- Area of Expertise/Skills:
- Expert in upstream oil & gas operations including exploration, drilling, appraisal, commerciality, development, production, reservoir management, processing & measurement, project management, industry standards and regulations including HSE, environmental impact assessment, and regulatory compliance, relevant software and tools;
- Policy development including policy analysis, formulation, and implementation, strategic planning;
- Possess expertise in techno-economic analysis for energy and petroleum projects;
- Knowledge of applicable policies, laws & regulations.
- Requisite Qualification:
- Minimum sixteen (16) years education in Petroleum Engineering, Mechanical Engineering, Chemical Engineering, Gas Engineering, Refinery Engineering, Mining Engineering, Geotechnical Engineering, Geophysics or Geology
- Education only from HEC recognized university/ institution will be considered.
- Requisite Experience:
- Minimum eight (8) years in upstream petroleum sector.
- Level of Role & Responsibility:
Technical Consultant (Upstream) will assist the Minister for Petroleum in various assignments/ tasks, including but not limited to the following:
- Provide assistance and expertise in upstream oil & gas sector including exploration, drilling, appraisal, commerciality, development, production, reservoir management, processing & measurement, project management, industry standards and regulations including HSE, environmental impact assessment, and regulatory compliance, relevant software and tools;
- Undertake techno-economic analysis for petroleum projects;
- Contribute in the development of policies, programs, initiatives, implementation, and strategic planning;
- Assist in stakeholders’ consultation including government agencies and industry players;
- Perform research and analysis, prepare technical reports and project analysis;
- Identify and recommend opportunities for innovation and improvement in the sector;
- Study and analyse the role and importance of petroleum sector in view of globally reshaping and transitioning energy sector;
- Undertake benchmarking of petroleum sector with peer and leading international players;
- Help prepare production plans and targets by performing techno-commercial modeling in view of demand-supply gap and energy imports;
- Help draft terms of references (TOR) for independent certifications;
- Provide expertise in development of non-producing discoveries;
- Work with team on various cross-cutting issues including review, analysis, and recommendation to achieve the following goals:
- boost oil and gas exploration, development, production, and processing;
m. Discharge/perform any other duties and assignments deemed appropriate by the Minister’s Office.
6. Reporting Channel:
- Technical Consultant (Upstream) will report to the Minister for Petroleum and will be responsible for the provision of expertise, services and assistance in the upstream petroleum sector.
7. Performance Evaluation:
- The performance of Technical Consultant (Upstream) shall be monitored/ evaluated, on quarterly basis, in accordance with KPIs, outlined line Annex-III, under SPPS policy framework.

- improve/ address environmental impacts of oil and gas sector to conform with international best practices and standards;
- align policies, legal and regulatory frameworks for effective streamlining of petroleum to ensure inclusive and sustainable socio-economic development in the country;
- interact with and develop consensus among stakeholders (industry, consumer, Ministries, etc.) on technical, financial, legal, commercial challenges in pursuit of strategy & policy initiatives.
