Our client, Ministry of Energy (Petroleum Division) Government of Pakistan, based in Islamabad, seeks to induct qualified and experienced professionals for the position of Technical Consultant (Mid- & Down- Stream Petroleum Sector) (SPPS-II)

Introduction of the Job:

1. Identified Challenges / Gap:

The petroleum sector in Pakistan has been facing several challenges including, but not limited to:

1. Inadequate HR and institutional capacity for development of efficient and robust policy, legal and regulatory frameworks;
2. Lack of skillset and expertise for performing techno-economic analysis;
3. Widening gap between energy demand and supply with declining oil and gas production;
4. Lack of an integrated energy plan
5. Inadequate system for forecasting and projections;
6. Increased reliance on imported oil and gas;
7. Sub-optimal exploration especially in new frontiers
8. Increasing circular debt
9. Reliance on imported refined petroleum products
10. Insufficient infrastructure, including storage facilities, pipelines, and retail outlets;
11. Limited focus on modern technologies, digitalization, and energy efficiency;
12. Inadequate knowledge and expertise for deployment of modern technologies and modelling techniques.

2. Area of Expertise/Skills:
   1. Expert in mid & downstream petroleum sectors including oil refineries, gas processing, pipeline infrastructure, transmission & distribution, storage, oil movement and marketing;
   2. Policy development including policy analysis, formulation, implementation, and strategic planning;
   3. Possess expertise in techno-economic analysis for oil and gas projects;
   4. Demonstrated knowledge of applicable policies, laws & regulations.
3. Requisite Qualification:
   1. Minimum sixteen (16) years education/ qualification in Petroleum Engineering, Mechanical Engineering, Chemical Engineering, Gas Engineering, Refinery Engineering or Electrical Engineering;
   2. Education only from HEC recognized university/institute will be considered,.
4. Requisite Experience:
   1. Minimum eight (8) years in mid and downstream petroleum sector.
5. Level of Role & Responsibility:

Technical Consultant (mid and downstream) will assist the Minister for Petroleum in various  assignments/ tasks, including but not limited to the following:

1. Provide assistance and expertise in the sector including refining operations, upgradation of refineries, project development, industry standards and regulations including HSE, environmental impact assessment, and regulatory compliance;
2. Undertake techno-economic analysis for oil and gas projects;
3. Review and analyze the factors (technical, systematic, theft etc.) and challenges and recommend for reduction of grid gas losses in accordance with international best practices;
4. Assist in unbundling of sui companies, segregation of transmission and distribution system, third party access and setting sectoral gas priority order;
5. Contribute in the development of policies, programs, initiatives, implementation, and strategic planning;
6. Assist in stakeholders’ consultation including government agencies and industry players;
7. Perform research and analysis, prepare technical reports, undertake project analysis, recommend for innovations and use of modern technology to improve the sector efficiency and performance;
8. Study and analyse the role and importance of petroleum sector in view of globally reshaping and transitioning energy sector;
9. Undertake benchmarking of petroleum sector with peer and leading international players;
10. Work with team on various cross-cutting issues including review, analysis, and recommendation to achieve the following goals:

1. optimize and modernize refining capacity;
2. minimize demand-supply gap, reduce reliance on imported oil and gas products;
3. utilization of modern and efficient technologies;
4. forecasting of supplies and demand for effective imports and sectoral planning;
5. improve/ address environmental impacts of oil and gas sector to conform with international best practices and standards;
6. align policies, legal and regulatory frameworks for effective streamlining of petroleum sector to ensure inclusive and sustainable socio-economic development in the country;
7. interact with and develop consensus among stakeholders (industry, consumer, Ministries, etc.) on technical, financial, legal, commercial challenges in pursuit of strategy & policy initiatives;
8. Review and analyze the annual production potential and forecasts for formulating annual delivery plan (ADP) for effective domestic production, imports and production curtailments (if any).

Job Description:

Technical Consultant (mid and downstream) will assist the Minister for Petroleum in various assignments/ tasks, including but not limited to the following:

1. Provide assistance and expertise in the sector including refining operations, upgradation of refineries, project development, industry standards and regulations including HSE, environmental impact assessment, and regulatory compliance;
2. Undertake techno-economic analysis for oil and gas projects;
3. Provide assistance and expertise in reduction of unaccounted for gas losses;
4. Review current gas allocations to both Sui companies and recommendations to open the market by inclusion of private sector;
5. Assist in unbundling of sui companies, segregation of transmission and distribution system, and setting sectoral gas priority order;
6. Contribute in the development of policies, programs, initiatives, implementation, and strategic planning;
7. Assist in stakeholders’ consultation including government agencies and industry players;
8. Perform research and analysis, prepare technical reports and project analysis;
9. Identify and recommend opportunities for innovation and improvement in the sector;
10. Study and analyse the role and importance of petroleum sector in view of globally reshaping and transitioning energy sector;
11. Undertake benchmarking of petroleum sector with peer and leading international players;
12. Work with team on various cross-cutting issues including review, analysis, and recommendation to achieve the following goals:

1. optimize and modernize refining capacity;
2. minimize demand-supply gap, reduce reliance on imported oil and gas products;
3. utilization of modern and efficient technologies;
4. forecasting of supplies and demand for effective imports and sectoral planning;
5. improve/ address environmental impacts of oil and gas sector to conform with international best practices and standards;
6. align policies, legal and regulatory frameworks for effective streamlining of petroleum sector to ensure inclusive and sustainable socio-economic development in the country;

8. Discharge/perform any other duties and assignments deemed appropriate by the Minister’s Office.

• The appointment will be made on contract basis, initially for a period of two (02) years further extendable for another two (2) years subject to requirements and satisfactory performance.

• No TA/DA will be given for the purpose of Test / Interview.
• Client reserves the right to withdraw/terminate the hiring process at any stage without assigning any reason.
