Role Purpose | NEOM Authority is disrupting the existing governance models and setting a new standard for the world. The Authority is digitally native, adaptive, lean, and citizen and business centric. The Permitting professional is responsible for Reviewing and overseeing the development of NEOM Authority Permitting System. He/ she will also be processing and granting permits by the NEOM Authority. This includes enabling, construction, and occupancy permits. The successful candidate will also coordinate with proponents, stakeholders, and Saudi government entities for permit issuance. NEOM’s permits are significant enablers of the construction schedule. They follow strict procedures to achieve alignment between NEOM sectors and departments. The role demands a strong coordination capacity for handling interdisciplinary stakeholders to permit construction within NEOM’s premises. |
KEY ACCOUNTABILITIES & ACTIVITIES:
The Permitting Specialist role will develop and manage the administrative function for the office of permitting including the enabling, construction and occupancy permits. This includes document management, process management with stakeholders, tracking applications and ensuring timely results are delivered. The candidate will have the responsibility for the smooth administrative processes of all permitting functions, including the migration to automated platforms for both, integrated into NEOM’s user journey technology architecture.
The candidate for Permitting Professional position for permits will work across teams to:
- Ensure administration of all permitting processes are carefully maintained and efficient,
- Support in the development of Permitting Procedure and its improvement.
- Assess that permit application documents quality is compliant to requirements and matches best practice,
- Engage with key NEOM stakeholders for reviewing and ensuring required quality is achieved for each application,
- Ensure that outcomes of permitting processes and established KPIs are achieved,
- Support platform-based administration with the GIS team and transition to process automation,
- Ensure that NEOM professionalism, transparency and efficiency is transferred to applicants.
Moreover, as part of the Office of Permitting, the NEOM administrative tasks inherent to the position are:
- Support efficient coordination between proponents, stakeholders and reporting entities.
- Maintain the permitting dashboard, including the workflow, timelines and list of documents, ready for management reporting and data analysis.
- Support permitting management to ensure that the schedule is, and critical dates are met by all members of the team up to the Head.
- Support the transition to Authority’s end state as it relates to the development permitting function.
- Monitor permit procedures performance for the systematic maintenance of the permit process, identifying internal risks and proposing corrective actions.
BACKGROUND, SKILLS & QUALIFICATIONS:
Knowledge, Skills and Experience:
- 3 years of experience in compliance administrations and governance of design and construction permits in a public or Semi-public organizations
- 3 years of experience in Project Management.
- Familiar with the customer oriented approaches and support public private partnership approaches.
- Familiar with Risk Management concepts.
- Public Administration position experience desirable in permitting and licensing.
- Close familiarity with the Saudi Government Permitting processes for different sectors (Industrial, Commercial, Residential etc.).
- Understanding of Ministerial and KSA agencies related to permitting, including Special Economic Zones and innovative processes in KSA.
- Clear understanding of the concepts of permitting, compliance and enforcement, with strong understanding of the purpose of authority permitting.
- Good understanding of typical permitting document content, document administration and digital document control software.
- Good understanding of the legal base for permitting processes and procedures, including planning hierarchy knowledge.
- User level of GIS tools is a major advantage.
- High communicative skills focusing on efficient problem solving and enhanced multitasking abilities understanding this is a service from the Authority to investors,
- Presentation skills, presentation preparation and MS Office (Word, Excel, PowerPoint, preferably Power BI, SharePoint etc.).
- Automated platform business process engineering experience.
- Ability to write and draft reports in various formats.
- Fluent in English and Arabic.
Qualifications:
- Bachelor’s degree in architecture, urban planning, public administration, or related Engineering field.
- Professional qualification (e. g. PMP) or equivalent is desirable, good technology/application skills are required.
- Managing and input into the design of Automated Process Platform/process engineering an advantage.
