Our client, Ministry of Energy (Petroleum Division) Government of Pakistan, based in Islamabad, seeks to induct qualified and experienced professionals for the position of Legal Consultant (Minerals) (SPPS-II)

Introduction of the Job:
- Identified Challenges / Gap:
A Legal Consultant (Minerals) possessing multi-disciplinary expertise in mineral sector is required to fill the knowledge gap for sustainable mineral resource exploration, planning, development, production, value-addition, utilization, and marketing. Legal Consultant (Minerals) is supposed to help address the following challenges in the entire mineral value chain;
- Less than required number of professionals and lack of needed skillset and expertise in the Petroleum Division to effectively facilitate the provinces, investors, and other stakeholders;
- Lack of capabilities in legal framework of mineral exploration, development, production, processing, research, policy, supply chain;
- In adequate knowledge and experience in performing legal-economic analysis for mineral projects.
- Varying set legal and regulatory frameworks;
- Missing legal mechanization and value-addition in mineral sector;
- Mineral sector is not only capital intensive but also owes long gestation time before start of returns;
- Missing detailed exploration and bankable feasibility studies;
- Missing inclusive and sustainable development of mineral sector;
- Missing international best practices and HSE standards;
- Inadequate HR and institutional capacity at Federal and provincial levels.
- Area of Expertise/Skills:
- A strong professional background in mineral sector;
- In-depth and practical legal knowledge, understanding and expertise of global, regional, and domestic mineral sector;
- Possess expertise in legal issues of mineral resource exploration, estimation, planning, development, production, mineral processing, value addition, supply chain, marketing, research, policy, etc.;
- Possess strong knowledge and skills related to local and international legal and regulatory frameworks in the mineral sector;
- Demonstrated skills in drafting legal documents, laws, acts, policies, rules, MOUs, Agreements across the entire mineral value chain.
- Requisite Qualification:
- Minimum sixteen (16) years education/ qualification in Law, Mining/Mineral Law, Natural Resources Law or Mining and Environmental Law;
- Education only from HEC recognized university/ institution will be considered.
- Requisite Experience:
- Minimum eight (8) years of experience with at least four (04) years in mineral sector organizations.
- Level of Role & Responsibility:
Role & Responsibility of Legal Consultant (Minerals), includes but not limited to provision of expertise/ input in the following matters:
- Review, analyze, suggest, and develop internationally compatible and robust mineral sector legal frameworks;
- Draft and develop mineral sector legal and regulatory frameworks;
- Review international legal and regulatory frameworks to serve as benchmark;
- Review and vet mineral sector agreements compatible with local and international standards;
- Assist in effectively handling all court cases including their follow up and monitoring;
- Carry out due diligence of investment proposals and other documents – transaction structure etc.;
- Interpretation of rules, regulations, and court decisions;
- Analyze existing and proposed mineral policies and legislation to assess their alignment with international best practices and implications for the smooth operation with regard to sustainable development, mineral rights, environmental impact, social license and good governance;
- Provide strategic advice to senior management on navigating legal and policy challenges;
- Develop strategies to mitigate risks associated with regulatory changes and to leverage opportunities arising from new policies and globally evolving mineral sector;
- Build and maintain relationships with key stakeholders, including government officials, regulatory agencies, community leaders, and environmental groups, to foster partnerships and collaborative approaches to mineral resource management;
- Prepare detailed reports and position papers on policy issues, proposed legislation, and regulatory developments that could impact the mineral sector;
- Work in collaboration with team on cross-cutting issues in the mineral sector; and
- Attend other assignments/ tasks given assigned by authorities.
Job Description:

Terms and conditions:

- The appointment will be made on contract basis, initially for a period of two (02) years further extendable for another two (2) years subject to requirements and satisfactory performance.
- Shortlisting will be conducted on the basis of qualification and relevant experience. Only shortlisted candidates will be contacted for Test / Interview.
- No TA/DA will be given for the purpose of Test / Interview.
- Client reserves the right to withdraw/terminate the hiring process at any stage without assigning any reason.
