Job Description:
Responsibility of the role is to oversee technology related acquisitions with developing and executing strategic sourcing plans to fulfill the organizations technological and other needs efficiently.
- Procurement Strategy Development: Develop and implement procurement strategies aligned with the goals and objectives of the Administration Department and the organization as a whole.
- Vendor Management: Identify, evaluate, and select vendors and suppliers for administrative goods and services. Establish and maintain positive relationships with vendors to ensure timely delivery, quality products, and competitive pricing.
- Contract Negotiation: Negotiate contracts, agreements, and terms with vendors to secure favorable terms and conditions. Ensure that contracts comply with legal and regulatory requirements and mitigate risks to the organization.
- Budget Management: Develop and manage procurement budgets, tracking expenditures, and optimizing spending to achieve cost savings and efficiency.
- Procurement Process Improvement: Continuously assess and improve procurement processes, systems, and procedures to enhance efficiency, transparency, and compliance.
- Compliance: Ensure compliance with procurement policies, procedures, and regulations. Monitor vendor performance and adherence to contract terms, resolving any issues or discrepancies as necessary.
- Risk Management: Identify and mitigate procurement-related risks, including supply chain disruptions, vendor failures, and compliance issues. Develop contingency plans and alternative sourcing strategies to minimize risk exposure.
- Reporting and Analysis: Prepare and present reports on procurement activities, including spending analysis, vendor performance, and cost savings initiatives. Use data and analytics to identify trends, opportunities, and areas for improvement.
- Ethical Standards: Uphold ethical standards and integrity in all procurement activities. Ensure transparency, fairness, and accountability in vendor selection and contract negotiations.
- Mandatory Requirements: Minimum 15 years’ of relevant experience in a senior procurement management role.
- Ability to undertake large-scale, diversified and technology oriented procurement assignments.
- Well conversant with PPRA Rules and effective application in practice.
- Proven experience of contract drafting, negotiation and vendor management, especially in Government Departments.
- In-depth knowledge of procurement best practices, market trends and regulatory frameworks.
- Familiarity with procurement of IT software/hardware and technologies.
- Knowledge of World Bank procurement guidelines.
- Ability to analyze data and make informed, strategic decisions.
- Excellent leadership and communication skills.
- Qualification: 16 years education in Business Administration, Management or Supply Chain Management from HEC recognized University.
Minimum Qualification Required:
- MBA (MBA (Masters))
- MBA(Supply Chain Management) (MBA(Supply Chain Management) (Masters))
Experience Required:
- Minimum 15 Years Experience in related field.
Terms and Conditions:
- Selected candidate will be hired initially for contract period of 5 years (extendable if required).
- Management reserves the right to accept/reject any application without assigning any reason.
