Qualification:
Essential:
– MSc/MS/MPhil in the relevant discipline in Engineering from a reputable local/foreign HEC recognized university
Desirable:
– PhD in the relevant discipline in Engineering from a reputable local/foreign HEC recognized university
Experience:
Essential:
– Minimum Twelve (12) years experience in a similar role in public or private sector knowledge-based organization/Research Centre/higher education institution
– Five (5) years minimum experience of Science and Technology Park
Desirable:
– Mid to Senior level Strategic management of a Science Park
Required Skills/Certifications:
Essential:
– Experience of using modern tools of Project Management and related to Development/Construction
– Science and Technology Park Development
– SEZ and STZ Management
– Project Management
– Entrepreneurship and Startup Ecosystem Management
– Budgeting and Planning
– Strong Analytic Abilities.
Desirable:
– Familiar with latest technology trends, Coding, Prima vera / MS Project, AutoCAD, Advance Excel
Key Responsibilities:
• Manage and operate NUST AI Tower
• Laison with respective NUST departments for NUST IT & Resolve Tower
• Manage Special Economic Zone (SEZ) & Special Technology Zone (STZ) affairs, processing and award of enterprise registration in compliance with GoP rules and regulation, manage board meetings, award of zone status and carry out compliance post zone enterprise & award
• Draft and implement the Park policies as approved by the NSTP governing board / steering committee
• Regularly interact with professional support agencies such as legal counsel, accountants, directorates within NUST to ensure that the park complies with established best practices in the industry
• Technical and Financial Modeling of Development Projects
• Drafting / review of legal agreements and memorandums for development & R&D projects, lease agreements, partnerships agreements, MoUs etc.
• Review tenancy applications and develop recommendations which eventually lead to acceptance or rejection by the Tenancy board
• Duties include due diligence of applicants and determining best fit for the park
• Ensure involvement in assisting the Director / Steering committee in setting the strategy of the park
• Suggest improvements and amendments to policies and SOP’s of the park
• Conduct surveys to monitor satisfaction, attends relevant conferences and/or seminars to further his/her knowledge on science park operations
• Assist Director NSTP in establishing goals and policies of the park vis-à-vis the economic and market factors impacting the industry
• Assist Director in the budget planning of the park for presenting and soliciting approval from to Steering Committee / Board / President / VP
• Possesses a sound technical background. Works closely with GM Innovation and Incubation, to propose, plan and implement technology services for improving the efficiency of the park
• Assists the Director and liaise with different departments for expansion of NSTP footprint in NUST, in all facets of the planning stage; example reviewing construction costs, building layouts with architects, market surveys of rents and services offered by competitors…etc.
• Assists the Director and other colleagues in duties, but not limited to, conducting events, seminars and outreach efforts to the Industry
