School Education & Literacy Department seeking Consulting Service by a Firm for their Project, Karachi (Nov-2023)

The Government of Sindh (hereinafter called “Borrower”) has received financing from the International Development Association (IDA) in the form of a “loan” (hereinafter called “loan”) towards the cost of SELECT Project. The Project Management and Implementation Unit (PMIU) of Reform Support Unit (RSU), School Education and Literacy Department, Government of Sindh, an implementing / executing agency of the project, hereinafter, referred to as ‘Client’ intends to apply a portion of the proceeds of this loan to eligible payments under the contract for Hiring of CONSULTING FIRM FOR PROVIDING TECHNICAL ASSISTANCE IN THE DEVELOPMENT OF THE TEACHING AND LEARNING MATERIAL FOR EARLY GRADE READING. This comprehensive plan outlines the necessary steps for the firm to enhance early-grade teaching and learning materials in Sindh for Sindhi and Urdu languages. The main tasks include conducting a situation analysis, assessing specific needs, reviewing existing materials, developing new materials, providing training, and collaborating with other entities. The goal is to improve literacy skills in grades 1-5 and support teachers and students through various means, such as interactive audio-video instructions, scripted lesson plans, workbooks, and digital app content. Additionally, the firm will work closely with the Material Development & Material Review Committees and collaborate with PMIU and other technical assistance firms to ensure the success of the initiative.

Assignment Title:

CONSULTING FIRM FOR PROVIDING TECHNICAL ASSISTANCE IN THE DEVELOPMENT OF THE TEACHING AND LEARNING MATERIAL FOR EARLY GRADE READING

Note:

  • The firm must be an active taxpayer for the last 05 years.
  • technical and managerial human resource related to education sector as well as overall staff and offices in Pakistan and abroad for rendering consulting services.
  • The attention of interested Consultants is dawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (Revised November 2017 and August 2018) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other Firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and / or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
  • The selection of consultants shall be made in accordance with the Consultant Qualification Selection (COS) set out in the “World Bank Procurement Regulations for IPF Borrowers, dated July 2016, revised November 2017 and August 2018”.
