Introduction Of Job:
- Identified Challenges / Gaps in the Petroleum Sector
The petroleum sector in Pakistan has been facing several challenges including, but not limited to:
- Inadequate HR and institutional capacity for development of efficient and robust policy, legal and regulatory frameworks;
- Lack of skillset and expertise for performing techno-economic analysis;
- Widening gap between energy demand and supply with declining oil and gas production;
- Lack of an integrated energy plan
- Inadequate system for forecasting and projections;
- Increased reliance on imported oil and gas;
- Sub-optimal exploration especially in new frontiers
- Increasing circular debt
- Reliance on imported refined petroleum products
- Insufficient infrastructure, including storage facilities, pipelines, and retail outlets;
- Limited focus on modern technologies, digitalization, and energy efficiency;
- Inadequate knowledge and expertise for deployment of modern technologies and modelling techniques.
- Area of Expertise/Skills:
- Expert in data analysis and financial modelling (investment appraisal, comparative analysis, valuations);
- Possess good knowledge and experience of techno-economic analysis for energy, petroleum, and mineral projects;
- Knowledge of applicable financial policies, laws & regulations.
- Strong understanding of financial statements, budgeting, and
- cost benefit analysis
- Experience with financial planning, investment analysis, and risk assessment
- Requisite Qualification:
- Master degree in Finance, Financial Policy & Regulation, Financial Analysis, Financial Engineering, Accounts; OR
- Active member of any of the following professional body;
i. Chartered Financial Analyst (CFA)
ii. Chartered Accountant (CA)
iii. Association of Chartered Certified Accountant (ACCA)
- Education only from HEC recognized university/ institution will be considered.
- Level of Role & Responsibility:
Consultant (Financial Analyst) will assist the Minister for Petroleum in various assignments/ tasks, including but not limited to the following:
- Financial Analysis and Modeling:
Conduct financial analysis and modeling for energy sector projects and initiatives.
Develop and maintain financial models, forecasts, and reports & analyze and interpret
financial data.
- Financial Planning and Budgeting:
Assist in the preparation of annual budgets and financial plans. Monitor and analyze
various budgets.

- Reporting and Compliance:
Ensure compliance with financial regulations, policies, and standards. Coordinate with
stakeholders, associate bodies, regulators and industry.
- Investment Analysis and Risk Assessment:
Conduct financial analysis and risk assessment for energy sector investments. Evaluate
investment opportunities and provide recommendations. Monitor and report on investment performance.
- Policy Formulation:
Provide financial insights and recommendations to support policy and decision-making
Collaborate with cross-functional teams to identify and mitigate financial risks. Develop
and assist in implementing financial policies and procedures
- Financial Management and Accounting:
Ensure accurate and timely financial reporting. Coordinate with relevant directorates and finance teams
- Review and analyse the role, importance, and impact of petroleum sector in the socio-economic development of the country;
- Study and analyse the role and importance of petroleum and mineral sectors in view of globally reshaping and transitioning energy sector;
- boost oil and gas exploration, production, refining, transmission, and distribution;
- minimize demand-supply gap, reduce reliance on imported oil and gas products;
- modernize aging oil and gas infrastructure;
- improve refineries’ quality and efficiency to produce high-quality products and reduce reliance on imported refined products;
- optimal utilization of petroleum related infrastructure, LNG terminals, pipelines, storage facilities, and retail outlets;
- forecast demand-supply situation for effective imports and sectoral planning;
- improve/ address environmental impacts of oil and gas sector to conform with international best practices and standards;
- align policies, legal and regulatory frameworks for effective streamlining of petroleum and mineral sectors to ensure inclusive and sustainable socio-economic development in the country;
- interact with and develop consensus among stakeholders (industry, consumer, Ministries, etc.) on technical, financial, legal, commercial challenges in pursuit of strategy & policy initiatives.
- Discharge/perform any other duties and assignments deemed appropriate by the Minister’s Office.
6. Reporting Channel:
Consultant (Financial Analyst) will report to the Minister for Petroleum and will be responsible for the provision of expertise, services, and assistance across the full value chain of petroleum and mineral sectors.
7. Performance Evaluation:
- The performance of Consultant (Financial Analyst) shall be monitored/ evaluated, on quarterly basis, in accordance with KPIs, outlined line Annex-III, under SPPS policy framework.

- Analyse the impact of various factors including historical prices of petroleum products on the financial health of the companies and the sector and overall demand-supply gap;
- Undertake studies for recommending and implementing optimal prices of petroleum products (oil, gas, LNG, LPG, etc) to circumvent the issue of circular debt and ensure sustainable development of the petroleum sector;
- Analyse sectoral subsidies, their impact on financial health of companies and recommendations for rationalization and optimization of subsidies;
- Review and analyse the performance of gas utility companies with the objective of improving their performance, reduction of line losses, rationalization of return on assets and revenue requirements (recommend alternatives);
- Work with team on various cross-cutting issues including review, analysis, and recommendation to achieve the following goals:
- boost oil and gas exploration, production, refining, transmission, and distribution;
- minimize demand-supply gap, reduce reliance on imported oil and gas products;
- modernize aging oil and gas infrastructure;

Terms and conditions:

- The appointment will be made on contract basis, initially for a period of two (02) years further extendable for another two (2) years subject to requirements and satisfactory performance.

- No TA/DA will be given for the purpose of Test / Interview.
- Client reserves the right to withdraw/terminate the hiring process at any stage without assigning any reason.
