Consulting Services for Design Review and Construction Supervision for water supply, sewerage, drainage and Waste Water Treatment Project in Newly Merged Districts of Khyber Pakhtunkhwa
Instructions:
- The Government of Khyber Pakhtunkhwa, through Islamic Republic of Pakistan has received financing from the World Bank for Rural Investment and Institutional Support Project (KP-RISP) and intends to apply part of the proceeds for these consulting services.
- The consulting services include: (a) Design review and construction supervision of the drinking water supply schemes as per the mode of source and power i.e. Gravity, Solar and Electric based. (b) Design review and construction supervision of sanitation schemes including Urban and Rural areas having components of drainage, sewerage and wastewater treatment. (c) Consulting Services shall ensure the design of all those schemes which have been replaced due to any reason OR requires designing and subsequently its construction supervision. The overall duration of the assignment will be 48 months, for the 1″ Tranche of World Bank. The assignment is expected to commence in March/April 2024,

- Khyber Pakhtunkhwa Rural Investment and Institutional Support Project, Public Health Engineering Department, Government of Khyber Pakhtunkhwa hereby invites EOI from eligible consulting firms to provide requisite services as per the TOR. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Consultants are encouraged to provide only materials that would be specific to the proposed services and to avoid submitting generic promotional material. The shortlisting criteria are:
- Have a minimum of ten (10) years of experience in detailed engineering design and construction supervision, with a focus on the design of Urban and Rural water supply (including solar-powered based), drainage, sewerage and wastewater treatment with allied infrastructure projects of similar complexity.
- Demonstrate a proven track record by successfully completing at least Five (5) similar assignments within the past ten (10) years, provide project details, highlighting involvement in design, design review, construction supervision, procurement, contract administration, quality assurance, environmental compliance, financial management, planning and its implementation. Provide details about the logistical capacity of the firm, including the number of owned vehicles, survey equipment, IT equipment, and software (preference will be given to the firm having the latest equipment and technology).
- Specify the number of technically qualified full-time employees within the firm who possess expertise in design and construction supervision.
- Consultants are requested to submit at least the following supporting documents in support of the above mentioned criteria: (a) Registration documents of the firm’s (b) JV agreement/letter of intent (if applicable): (c) Firm’s brochure and (d) completion certificates/copies of contract’s etc., to substantiate the experience and projects requirements and details with supporting documents to substantiate the overall capacity.
- The attention of the interested consultants is drawn to section III-Governance, paragraphs 3.14 [Conflict of Interest). 3.16 and 3.17 [Consulting Services) of the World Bank’s Procurement Regulations for IPF Borrowers November 2020, setting forth the World Bank’s policy on conflict of interest.
- Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. In case of an association (JV or Sub-Consultancy), all members of such “association” should have real and well-defined inputs to the assignment, and in such “association” it is preferable to limit the total number of firms to a maximum of Two (02).
- A consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
